Chapmans Peak Drive: Toll Tariff Increase

The annual increase of the Chapman's Peak Drive toll tariff fees will take effect on 1 July 2014.

The increase arises from a contractual arrangement between the Department of Transport and Public Works and the Concessionaire.

Discount tariffs are still applicable to users who have pre-registered with the concessionaire and who maintain a minimum balance of R50.00 in their accounts. Discount tariffs are only applicable to non-commercial use only.

For a light motor vehicle, the toll will start now start at R38 for one way for individual trips.

The following vehicles are exempted from paying toll fees:

  • South African Police Service motor vehicles in the performance of duty.
  • South African National Defence Force vehicles in the performance of duty.
  • Western Cape Government emergency vehicles and Traffic Police vehicles in the performance of duty.
  • City of Cape Town emergency services vehicles and Traffic police vehicles in performance of duty.
  • Ambulances used for an ambulance service licensed in terms of the Western Cape Ambulance Services Act, 2012 (Act 3 of 2010) used in the performance of ambulance services.
  • Fire-fighting vehicles as defined in section 1 of the National Road Traffic Act, 1996 (Act 93 of 1996) used in the performance of fire-fighting services.
  • Rescue vehicles as defined in section 1 of the National Road Traffic Act,1996  (Act 93 of 1996) used in the performance of rescuing services.

SANParks has a duty to control, manage and maintain above and below the drive in its natural state. In this regard SANParks needs to continue with the clearing of alien vegetation on the area above Chapman’s Peak Drive. Not only is this clearing a statutory requirement, but it will lead to the reduction in fire risk and erosion in the area as the high fire risk growth is halted and the return of lower risk natural vegetation is facilitated.

A specialised alien clearing team will be accessing the slopes above CPD using ropes, to cut and treat alien invasive plants infesting the area. In the interests of safety of the road users, SANParks, the Western Cape Province and Entilini have been engaged in planning a managed programme of road closures in respect of frequency and duration, with the aim to reduce the periods of closure as much as possible. A project plan has been complied to extend over 12 years.

The 2nd phase of clearing will commence during April 2014 with intermittent stop and go, and one day full road closure planned for 12 weeks.

Full road closure will be every Wednesday commencing on the 16/04/14 between 10h00 – 15h00.

Chapmans Peak Closed following Severe Mudslide

Chapman's Peak Drive Closed following Severe Mudslide. Chapman's Peak drive that runs along the Atlantic Coast between Noordhoek and Hout Bay has been shut due to a mudslide following severe weather conditions in the Western Cape on 15 and 16th November 2013. The mudslide took place on the Hout Bay side of the road and due to the severity Chapman's Peak Drive will be closed for two weeks until at least the beginning of December 2013 . Work or repairs will commence thereafter.

The road is closed from both Hout Bay and Noordhoek to all vehicular traffic. Due to the mud and instability it is not recommended for anyone to use the drive, including cyclists, runners and hikers. Please not that the damaged section of the road is outside the area of Entilini Operations contractual obligation. All remedial work is under the direct control and management of Provincial Government, The Department of Transport and Public roads. Who's Involved in the Project?

In 1999, two serious accidents took place and severe wildfires took place. Chapman's Peak Drive was declared unsafe by the High Court and the wildfires made the drive impassable. It was closed in January 2000 and only reopened three years later. 

It was clear that the cost of maintaining and operating the iconic and much loved #Chappies safely, could not be carried by the South African Tax Payer, most of whom would not ever use the road. Although unpopular, a decision was made that a toll road was the most sustainable solution and the maintenance should be given to the road users and not the tax payers. A concessionaire was identified via a competitive bidding process which would, in turn, produce a public-private-partnership to manage Chapman’s Peak Drive for 30 years. 

The reconstructed drive was a milestone in engineering, but also in terms of co-operation between the public and private sectors, between established business and empowerment partners, the lenders and concessionaire and the project itself with the local community.  It was the first subsidised toll road in South Africa (Provincial government of the Western Cape put up a significant portion of the capital cost) and was the first toll road deal concluded under the Public Finance Management Act. 

The concessionaire was able to obtain a loan to secure the pass, using a combination of safety features, including catch-fences, netting, barring down, a half-tunnel at the most dangerous point, and a comprehensive monitoring system involving CCTV, tremor and weather detection systems.

Entilini Concession obtained the contract and responsbilities were split into Design and Construction (Chapman's Peak Construction Joint Venture - CPCJV) , and Entilini Operations for operation and maintenance. The Chapman's Peak Engineering Group consisted of The Chapman's Peak Engineering Group consisted of Vela VKE Consulting engineers, Melis & Du Plessis Geotecnical Engineers, Stewart Scott International, Zietsman Lloyd Hemsted and assisted bt, Megan Anderson Landscape Architect (environmentalist), OvP & Associated (landscape architect), Dr Ross Party-Davies (geotechnical specialist), Prof Rolf Kratz (structural design specialist). Independent engineer: Jeffares & Green Consulting Engineers, assisted by Intertoll. Independent environmentalists: The Environment Partnership. The Shareholders of Entilini Operations consisted of Concor Facility Management, Marib Investment Holdings, Haw & Inglis

In 2009, a new administration took over and elements of the initial contract were amended, and signed in March 2011, with a working agreement between the Province and the concessionaire.

Currently Marib Holdings (Pty) Ltd and Haw & Inglis (Pty) Ltd have equal 50% shareholding in both Entilini Concession (Pty) Ltd and Entilini Operations (Pty) Ltd

Community Involvement

The Chapman’s Peak Community Trust is a legal entity which has been established to undertake social responsibility projects or programmes in the Chapman’s Peak area and to align all community projects in order to obtain a holistic overview of community development.

The Chapman's Peak Community Trust has been registered with the Master of the Western Cape High Court for at least a decade.  Its purpose is to

  • be involved in community development for poor and needy persons and anti-poverty initiatives, including -
    • the promotion of community-based projects relating to self-help, empowerment, capacity building, skills development or anti-poverty;
    • the provision of training, support or assistance to community-based projects ...
  • utilise the resources at its disposal to promote and participate in the development and participate in the development and upliftment of the standard of living of the impoverished and previously disadvantaged communities in and around the Chapman's Peak scenic route being:
    • The Community of Imizamo Yethu
    • The Community of Hangberg
    • The Community of Masiphumelele
    • The Community of Westlake
    • The Community of Red Hill; and
  • initiate and support measures for the relief of poverty and improving the quality of life amongst the individuals referred to above and generally promote the socio-economic development of such persons, inter alia, through the provision of necessary services or commodities or amenities and/or appropriate intervention programmes.

Notwithstanding the primary goal of the trust and in addition thereto, the trust shall be entitled to support and initiate measures directed at the creation of a designated institution, body or board, as contemplated in section 10(1)(cA) of the Income Tax Act which shall have as its principal object, donations, loans or any other form of financial assistance and/or the provision of assistance, services or amenities to be used exclusively for the benefit of impoverished and previously disadvantaged members of communities in accordance with the Primary Goal of the Trust and which institution, board or body is in terms of its constitution:

  • not permitted to distribute any of its profits or gains to any person ...
